The framework brings together organisations that help people to:
- move towards work
- start training
- return to education
We use the framework to commission work at different times of the year. This means support can change when local needs change.
Why we use this framework
Using a flexible framework helps us to:
- respond to local needs as they arise
- commission small, focused pieces of work
- support joint working and new ideas
- tailor support for different places, including rural areas
This helps make sure support is useful, timely and focused on results for people.
Who the framework is for
The framework is open to organisations with experience in employability or related work.
This includes:
- third sector organisations
- training providers and colleges
- community groups
- social enterprises
- other organisations working in employability or related areas
You do not need to do everything on your own. We welcome partnership working and specialist skills.
How the framework works
Being on the framework does not mean you will automatically receive funding.
Instead:
- we commission specific pieces of work when funding is available
- organisations on the framework may be invited to apply at different times during the year
- opportunities depend on local priorities and available budgets
This keeps the framework flexible and focused on local needs.
What we commission work for
Commissioned work supports local and national priorities, such as:
- supporting people who face barriers to employment
- improving outcomes for young people and families
- addressing skills shortages in key sectors
- supporting wellbeing, confidence and readiness for work
- widening access in rural communities
- reducing poverty and inequality
Priorities may change over time in response to local need.

Above all, it focuses on improving outcomes for people and communities across the region.
